Mary Rowe, IPMA-CP is the Human Resources Director for Metro which is a regional government with 1,700 employees in the Portland, Oregon Metropolitan area. Mary has over 20 years of experience in Human Resources. She previously was the Human Resources Director for the City of Milwaukie and prior to that the Sr. Personnel Analyst for the City of Gresham, working primarily in Organizational Development & Training. In this capacity she developed and delivered multiple professional development courses for all levels of staff within the agency. Mary is also an experienced mediator and serves on a number of mediator panels for State and Federal agencies.

Mary has been active in IPMA-HR Oregon chapter since its beginning and is currently serving on the ChapterBoard. She has served every position including Board. She also serves on the IPMA-HR Certification Council and Executive Council. She holds the following accreditations: IPMA Certified Professional since 1997; Certified by National Public Employers Labor Relations Association (NPELRA) 2008 for which she wrote a paper “Lessons From Loudermill and Other Related Due Process Law” and the 2004 Award recipient – Management Category from Labor and Employment Relations Association Oregon Chapter. Other professional memberships include: Oregon Mediation Association, since 1993; National Public Employers Labor Relations Association, since 2001; Tri-County Affirmative Action Association, since 1998. She has an undergraduate degree from Reed College and a Masters degree in Industrial and Labor Relations from the University of Oregon.
