Susan Toy Stern is the Chief
Deputy Director in the Los Angeles County, Department of Human
Resources. She assists the Director in the direction and administration
of the County’s comprehensive human resources program and
has had responsibility for all aspects of human resources, including
recruitment, testing, employee relations, compensation, benefits,
training and classification. Los Angeles County serves over 10
million residents with a budget over 22 billion dollars and over
100,000 employees.
Susan possesses a Bachelor of Arts degree in Sociology and has
completed additional management and human resources courses and
seminars from UCLA and other institutions.
Susan has been an active member and leader in the International
Public Management Association for Human Resources (IPMA-HR) and
its regional and local chapter and served as President of the
Association in 2001. Susan was selected as one of the top 25 Most
Powerful Women in HR in 2005 by HR Executive Magazine.
