Jeanette O’Quin is the Human Resources Division Manager for the Board of Water Works, of Pueblo, Colorado. She has held this position since April 2002 and is responsible for all aspects of Human Resources, Safety & Risk Management, Payroll and Employee Benefits, as well as serving as the Retirement Plan Administrator for the Employee Pension Plan.
Jeanette has been an active member of International Public Management Association- Human Resources (IPMA-HR) since 1990 is presently serving on the IPMA-HR 2010 Benchmarking Committee and 2010 Awards Committee, and is the President for Western Region IPMA-HR. She has also served on the 2008 IPMA-HR Nominations Committee and the 2007-2008 IPMA-HR Communication Task Force. Jeanette was a member of the IPMA-HR 2006 International Conference Program Committee, as well as a member of IPMA-HR Certification Application Reviewing Committee from 2004 through 2007. Jeanette is the past President (March 2002- January 2008) and initiated establishment of the Southern Colorado IPMA-HR Chapter in March of 2002.
Jeanette has over nineteen years of public human resources management experience. Prior to the Board of Water Works, Jeanette served as the Director of Human Resources for Pueblo County of Pueblo, Colorado from 1990 to 2002. In this position, Jeanette was responsible for all human resources activities and related functions for approximately 1000 employees to include recruitment, benefit negotiation and administration, classification/compensation, payroll processing, employee training and development, recognition, policy development, implementation/revisions, labor/union negotiations and employee relations, workers’ compensation administration and risk management.
In addition to Jeanette’s Certified Professional (C.P.) designation with IPMA-HR which she has held since 2001, she is a Certified Trainer for the IPMA-HR Developing Competencies for HR Success and has trained in both Colorado and New Mexico. Jeanette also served as a trainer for the Developing Competencies for HR Success "Train the Trainer" training held in Denver, Colorado. Jeanette completed Graduate level coursework with the Colorado State University, Ft. Collins, CO, and holdsa B.A. in Business Management (Human Resources & Organizational Development) with the University of Phoenix, as well as has completed additional training in the areas of Employment Law, Diversity in the Workplace, Sexual Harassment Prevention, Performance Management, FMLA, ADA, Leadership Development and Supervisory training, total quality improvement and statistical process control.
Jeanette is a Colorado native and enjoys golfing, traveling and spending time with her family. She also serves her community as a member of the Pueblo Retention & Expansion Program (PREP) Board, the Pueblo Safety Partnership Board – Latino Chamber and the Greater Pueblo Chamber’s Colorado State Fair Parade Committee.
